You don't need to have the Mendeley Reference Manager open in order to use Mendeley Cite. Open Word and Insert your cursor where you want your citation to appear.
However, it has not everything that I would like it to have. As a bibliography management system I use biber and biblatex. Email Mendeley Support Center for technical issues and troubleshooting Mendeley Cite-O-Matic plugin for Microsoft Word.Close everything that is running mendeley plug-in (this means your word docs) as well as the mendeley program itself.
